Apesar do bloqueio de R$ 6 bilhões determinado pelo Tribunal de Contas da União (TCU), o ministro da Fazenda, Fernando Haddad, disse que o programa Pé-de-Meia não será interrompido. Segundo ele, o pacote de corte de gastos aprovado no fim do ano passado estabelece medidas que colocam o programa no Orçamento da União, apesar de a Advocacia-Geral da União (AGU) manifestar preocupações.
“Não vai ter descontinuidade [no Pé-de-Meia]. Isso, eu posso garantir. O que falei aos ministros é que todos os encaminhamentos estão sendo feitos para garantir a continuidade do programa”, disse Haddad após voltar de reunião com o presidente Luiz Inácio Lula da Silva; o ministro da Casa Civil, Rui Costa; e o ministro da Secretaria de Comunicação Social da Presidência da República, Sidônio Palmeira. O encontro durou cerca de nove horas, na residência oficial da Granja do Torto.
Na noite de quarta-feira (22), a AGU entrou com recurso no Tribunal de Contas da União (TCU) para pedir a reversão do bloqueio de R$ 6 bilhões do Pé-de-Meia que viriam de fundos públicos. Apesar disso, Haddad assegurou que o programa, que paga incentivos a estudantes do ensino médio público inscritos no Cadastro Único para Programas Sociais do Governo Governo Federal (CadÚnico), pode continuar.
“Então você converse com o ministro da AGU [Jorge Messias]. O que eu penso é que vamos encontrar uma saída para fazer o pagamento”, disse ao ser questionado sobre a previsão da Advocacia-Geral da União.
Sem a aprovação do Orçamento de 2025, advertiu a AGU, o Pé-de-Meia pode ser paralisado ainda este mês. Segundo o órgão, o saldo atual do Fundo de Custeio da Poupança de Incentivo à Permanência e Conclusão Escolar para Estudantes do Ensino Médio (Fipem), administrado pela Caixa Econômica Federal e usado para custear o Pé-de-Meia, cobrirá apenas as despesas de dezembro.
Bloqueio do TCU
No último dia 17, o ministro do TCU Augusto Nardes assinou medida cautelar provisória que determinou o bloqueio de R$ 6 bilhões do Pé-de-Meia, após representação do Ministério Público junto à corte. Segundo a decisão, o pagamento aos estudantes não pode ser feito diretamente pelo fundo, mas deve passar pelo Tesouro Nacional e estar previsto na lei orçamentária, ainda não aprovada pelo Congresso.
Conforme a determinação do TCU, os recursos destinados ao programa devem ser bloqueados até que sejam regularizados no Orçamento Geral da União. O Ministério da Educação negou irregularidades e afirmou ainda não ter sido formalmente notificado da decisão. A pasta reiterou que todos os aportes ao fundo que custeia o programa foram aprovados pelo Congresso Nacional.
