O Orçamento Geral da União de 2024 terá um novo bloqueio em torno de R$ 5 bilhões, disse nesta quinta-feira (21), em Brasília, o ministro da Fazenda, Fernando Haddad (foto). Segundo ele, o número foi passado pela Casa Civil na reunião da Junta de Execução Orçamentária (JEO) no fim da tarde.
“Talvez [o bloqueio] seja um pouquinho menos, um pouquinho mais que isso, mas na casa dos R$ 5 bilhões. É bloqueio porque a receita está correspondendo às expectativas nossas e o ponto de vista do cumprimento de meta, conforme a LDO [Lei de Diretrizes Orçamentárias]”, disse o ministro ao deixar o Ministério da Fazenda no início da noite.
Haddad reiterou que a arrecadação está dentro das previsões e negou que haja mudança na meta de resultado primário de déficit zero com margem de tolerância de até R$ 28,75 bilhões para mais ou para menos.
“Nós estamos desde o começo do ano reafirmando, contra todos os prognósticos, [que] não vai haver alteração de meta do resultado primário. Nós estamos já no último mês do ano, praticamente, convencidos de que temos condições de cumprir a meta estabelecida no ano passado”, acrescentou o ministro.
Nesta sexta-feira (22), o Ministério do Planejamento e Orçamento divulgará o Relatório Bimestral de Avaliação de Receitas e Despesas, que orienta a execução do Orçamento. A última edição do documento tinha descongelado R$ 1,7 bilhão do Orçamento de 2024.
O aumento na estimativa de arrecadação fez o governo reduzir para R$ 28,3 bilhões a estimativa de déficit primário em 2024. O valor é R$ 400 milhões inferior ao limite mínimo da margem de tolerância para o cumprimento da meta.

No entanto, o atual marco fiscal exclui da meta os R$ 38,6 bilhões em créditos extraordinários para reconstruir o Rio Grande do Sul e os R$ 514 milhões para o combate a incêndios florestais anunciados em setembro, assim como outras despesas excepcionais. Sem os gastos fora do arcabouço fiscal, o governo encerraria o ano com déficit primário de R$ 68,8 bilhões.
