Em uma votação unânime, a Primeira Câmara do Tribunal de Contas do Estado do Paraná (TCE-PR) decidiu que a Tomada de Contas Extraordinária contra o Município de Ponta Grossa era procedente, resultando em penalidades para a prefeita Elizabeth Silveira Schmidt e o controlador-geral Juliano Jaronski. O julgamento destacou várias falhas na gestão municipal.
O conselheiro José Durval Mattos do Amaral foi o responsável pelo processo, que se baseou em uma auditoria iniciada em setembro de 2023. Essa investigação revelou a falta de um sistema de auditoria interna independente e a ausência de medidas eficazes para solucionar problemas relacionados a pagamentos indevidos de horas extras. Além disso, o município não implementou ações necessárias para reduzir riscos de desvios financeiros e corrupção.
Seguindo a Lei Complementar Estadual nº 113/2005, o Tribunal decidiu aplicar multas aos responsáveis e exigiu a abertura de uma Tomada de Contas Especial, que deve ser finalizada em 30 dias. Esta investigação visa identificar possíveis danos ao erário, com um prazo de seis meses para o envio do relatório ao TCE-PR. Se as recomendações não forem seguidas, o município poderá ter dificuldades para obter certidão liberatória.
A deliberação ocorreu em uma sessão virtual no dia 17 de outubro de 2024 e sublinha a necessidade de ações corretivas na administração pública, sob a vigilância do Ministério Público de Contas.
