O Departamento de Trânsito do Paraná (Detran-PR), de forma inédita, publicou a que regulamenta no Estado o processo de registro de ciclomotores adquiridos até 3 de julho de 2023. Os proprietários devem fazer o procedimento para que esses veículos sejam incluídos no Registro Nacional de Veículos Automotores (Renavam). O prazo vai até o dia 31 de dezembro de 2025, conforme a Resolução 996/2023 do Conselho Nacional de Trânsito (Contran).
O ciclomotor caracteriza-se por ser um veículo de duas ou três rodas, com motor de combustão interna cuja cilindrada não exceda 50 cm³, equivalente a 3,05 pol., ou de motor de propulsão elétrica com potência máxima de 4kW e cuja velocidade máxima de fabricação não exceda 50km/h.
Para fazer o registro, o ciclomotor que não possui Certificado de Adequação à Legislação de Trânsito (CAT) e código específico de marca/modelo/versão deverá passar por uma vistoria para verificar o tipo de veículo e a necessidade de gravação de chassi e/ou motor.
Caso não seja constatada a numeração do motor e/ou chassi, o veículo precisará passar por uma gravação contendo a procedência nacional, tipo de veículo ciclomotor, marca, modelo, e outras informações conforme a nota fiscal.
Se na vistoria for constatado que o veículo se enquadra como bicicleta elétrica ou autopropelido, conforme potência, velocidade, distância entre eixos e demais requisitos, este registro não será feito.
Após efetivação do registro, será necessário emitir um Certificado de Segurança Veicular (CSV), expedido por uma Instituição Técnica Licenciada (ITL). Com estes documentos em mãos o proprietário deverá providenciar o primeiro emplacamento.
“Estamos sendo pioneiros em regulamentar o registro de ciclomotores, atendendo o art. 14 da Resolução 996/2023 do Conselho Nacional de Trânsito, que dispõe sobre o trânsito, em via pública, destes veículos. É importante que haja uma regulamentação devido ao aumento significativo da circulação deste tipo de veículo, muitas vezes vendido como brinquedo. Essa medida atesta que são veículos que precisam seguir normas em prol da segurança viária”, destacou o diretor-presidente do Detran, Adriano Furtado.
SEGURANÇA – Os condutores de motocicletas, motonetas e ciclomotores só poderão circular nas vias utilizando capacete de segurança, com viseira ou óculos protetores. Circular sem capacete ou vestuário, de acordo com as normas e as especificações aprovadas pelo Contran, configura infração gravíssima sujeita à multa e suspensão do direito de dirigir.
