A participação popular foi o destaque da audiência pública realizada na terça-feira (19) para discutir a Proposta de Lei Orçamentária (PLOA) 2025 apresentada pelo Governo do Paraná em setembro. A sessão inédita organizada pela Comissão de Orçamento da Assembleia Legislativa do Paraná (Alep) reuniu representantes da Secretaria da Fazenda, Secretaria do Planejamento, deputados estaduais, membros da sociedade civil e do setor produtivo para debater as prioridades orçamentárias e apresentar outras sugestões.
Embora a participação popular seja uma marca da própria construção da PLOA, que contou com uma audiência pública realizada pela Sefa em setembro, essa é a primeira vez que a Alep abre as portas para que a sociedade paranaense participe das discussões sobre o orçamento.
A participação do cidadão aconteceu tanto presencialmente quanto pela internet — o que permitiu que moradores de todo o Estado também participassem da audiência. Exemplo disso foi o produtor rural José Carlos Sossai, que vive na região de Kaloré, no Vale do Ivaí, e que aproveitou a audiência pública para questionar a possibilidade de pavimentação nas estradas da região.
“Além da agricultura, temos facções de costura e aviários que dependem dessas estradas para o transportes de mercadorias, gerando muitos empregos no nosso distrito. E os moradores também dependem dessa estrada para se deslocar aos bancos e lojas das cidades vizinhas, garantindo assim mais acesso e segurança a todos”, solicita.
Outra participação durante a audiência foi do vice-presidente do Sistema Fecomércio Sesc/Senac (PR), Paulo Cesar Nauick, que destacou tanto a importância da fiscalização na aplicação dos recursos quanto uma maior atenção ao transporte ferroviário. “O transporte ferroviário daria uma sobrevida ao setor agropecuário, que depende das rodovias”, disse. Em resposta, o secretário Ortigara citou a comissão recentemente instalada em Brasília, que está estudando a renovação da malha ferroviária do sul do país.
Foco na responsabilidade
Com o auditório lotado, o diretor do Orçamento Estadual, Marcos Tadeu Cavalcante, reforçou os números da PLOA 2025 que foram entregues à Alep no final de setembro. Como destacado em sua apresentação, a proposta traz um orçamento total de R$ 78,7 bilhões para 2025, valor 15% do que o descrito na lei orçamentária de 2024.
Apesar desse aumento expressivo, o diretor-geral da Sefa, Luiz Paulo Budal, destacou que o orçamento de 2025 é bastante crível. “É um orçamento pé no chão. Só que, mais do que isso, é também um orçamento que olha para os servidores e para o cidadão com muito cuidado e responsabilidade”, afirma.
Isso porque, como relembra a diretora da Receita Estadual do Paraná, Suzane Gambetta, a Reforma Tributária em discussão no Congresso Nacional exige um certo nível de atenção especial. “O orçamento deve ser o mais realista possível por causa da reforma, já que pequenas mudanças agora podem impactar a elaboração das leis orçamentárias dos próximos anos”, diz.
Ainda assim, ela reforça a necessidade de apostar em investimentos. “Com a reforma, os estados não vão poder oferecer benefícios para atrair empresas. Então quem investir em infraestrutura vai sair na frente”.
Próximos passos
Após a audiência pública realizada pela Alep nesta terça-feira, a PLOA 2025 deve ainda passar por mais algumas etapas de tramitação dentro da Casa antes de ser, enfim, votada. A Comissão de Orçamento da Assembleia deve apresentar um relatório a partir das sugestões feitas, o qual deve ser levado para votação.
